Before any person shall operate a taxicab within the corporate limits of the city, he or she shall first make application for and obtain a permit to operate a taxicab. The application shall be made in writing to the City Clerk upon forms provided by the City Clerk. If the application for a permit is approved, the City Clerk shall issue to the applicant a permit to operate a taxicab within the corporate limits of the city upon payment of the sum per vehicle as set by the Council by motion or resolution to the City Clerk.
