(A) There is levied upon each retail dealer in nonintoxicating beverages for consumption on and off the premises an annual municipal license fee of $20, and upon each retail dealer in nonintoxicating beverages for consumption off the premises, an annual license fee of $10.
(B) All such municipal license fees shall be paid to the City Clerk at the time of issuance and in the manner herein prescribed.
