(A) Manure shall be disposed of in an approved manner which does not jeopardize the public health or else shall be spread evenly upon the ground and turned under at once or as soon as the weather permits.
(B) The owner of every animal shall be responsible for the removal of any excreta deposited by his or her animal(s) on public walks, recreation areas, or private property.
