In cases where vehicles without drivers are parked or stopped in violation of this chapter, police officers and other persons appointed by the Chief of Police shall affix citation tags to the vehicles. A violator of any provision of this chapter who has been given a citation tag and fails to appear in accordance with the instructions of such tag shall be subject to a separate offense as provided in § 10.99 of this chapter of ordinances.
