It is unlawful for any person to authorize or knowingly permit a motor vehicle owned by him or her or under his or her control to be driven upon any street in the city by any person who is not authorized to drive a motor vehicle under the laws of the state or to be driven or to stand or to be parked in violation of any provision of this title.
