§ 53.018 LOCAL LIMITS.
   (A)   The Pretreatment Coordinator is authorized to establish local limits pursuant to 40 C.F.R. § 403.5(c).
   (B)   (1)   The following pollutant limits are established to protect against pass through and interference. No person shall discharge or cause the discharge of wastewater containing in excess of the following instantaneous maximum allowable discharge limits as measured by procedures set out in 40 C.F.R. Part 136:

      (2)   The above limits apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for “total” metal unless indicated otherwise. The Pretreatment Department may impose mass limitations in addition to, or in place of, the concentration-based limitations above.
   (C)   The Pretreatment Department may develop best management practices (BMPs), by ordinance or in individual wastewater discharge permits or general permits, to implement local limits and the requirements of §§ 53.015 and 53.016 of this chapter.
   (D)   Any waters or wastes containing phenols or other taste or odor producing substances after treatment of composite sewage, in such concentrations exceeding limits which may be established by the Pretreatment Coordinator as necessary to meet requirements of the state, federal, or other public agencies of jurisdiction of such discharge to the receiving waters are prohibited.
