§ 51.25 PLACEMENT.
   (A)   Refuse containers shall be located in a single place on each premises, which shall be easily accessible to the roadway surface from which automated collections can be made and approved by the Sanitation Superintendent.
   (B)   No refuse shall be collected which is not contained in a container meeting the requirements of § 51.20 of this subchapter.
   (C)   Refuse containers shall not be placed for collection within ten feet of a motor vehicle. Refuse containers shall not be located directly under downspouts, eaves, trees, overhead lines, or in the street. Nor shall they be placed for collection inside a garage or under a carport, nor within any type of building, fence, or other structure which hinders or restricts the ready access thereto by city sanitation personnel collection equipment. Furthermore, refuse containers shall not be padlocked, chained, permanently sealed, or otherwise restrictively closed or contained in such a manner as to hinder, limit, restrict, or prohibit city sanitation personnel access to the contents therein.
   (D)   All refuse containers placed at curbside for collection shall be so placed not more than 24 hours prior to the day of collection and shall be moved off of the right-of-way to their appropriate storage areas before the end of the day of collection.
   (E)   All large capacity refuse containers shall be located as near as possible to the property boundary adjacent to a public right-of-way; provided, first, that all requirements of § 51.21(D) of this subchapter are met and, second, that the requirements of § 156.156(B) of this code are met.
