(A) All persons within the city who occupy a premise from which refuse is produced or accumulated shall use containers provided by the city. A sufficient number of such containers shall be provided to hold the garbage and trash which will ordinarily accumulate between the times of refuse collection; each residential customer shall incur an increased fee for each additional container for the collection of excess refuse.
(B) Plastic sacks or bags of 1.0 mil or greater thickness which are securely tied and fastened may also be used as containers for yard waste.
