§ 39.09 EMERGENCY TASK FORCE.
   (A)   Creation. There is hereby created the Durant Emergency Task Force.
   (B)   Membership. The Durant Emergency Task Force shall consist of the following members:
      (1)   Chairperson of the Board of Commissioners;
      (2)   Bryan County Emergency Manager;
      (3)   Chief of the Choctaw Nation of Oklahoma or designee;
      (4)   Choctaw Nation of Oklahoma Emergency Manager;
      (5)   Chief Executive Officer of Alliance Durant or designee;
      (6)   Mayor of the City of Durant or designee;
      (7)   Durant City Manager;
      (8)   Durant Emergency Manager;
      (9)   Bryan County Health Department representative;
      (10)   Durant Independent School District Superintendent or designee;
      (11)   President of Southeastern Oklahoma State University or designee;
      (12)   State Representative District 21;
      (13)   Director of the Southeast Oklahoma Small Business Development Center or designee;
      (14)   Durant Chamber Director;
      (15)   Durant Main Street Director; and
      (16)   Durant Industrial Authority Director.
   (C)   Activation. The Durant Emergency Task Force shall meet at the call of the Mayor. The Durant Emergency Task Force shall be activated automatically by any declaration of emergency by the Mayor. The Durant Emergency Task Force may also be activated by proclamation of the Mayor or resolution of the City Council in preparation for or in anticipation of an emergency.
   (D)   Duties. The Durant Emergency Task Force shall have the following duties:
      (1)   Recommend rules, regulations, policies, and operating procedures governing emergency scenarios, subject to approval by the City Council;
      (2)   Receive and consider recommendations and inquiries from the public regarding emergency plan development and implementation. Any responsive action taken resulting from said recommendations and inquiries from the public shall be subject to approval by the City Council; and
      (3)   Contribute to the development of emergency plans, policies, and procedures for the city and surrounding areas and provide all results to the City Council for consideration.
   (E)   Advisory in nature. The Durant Emergency Task Force shall be advisory in nature only and any policy actions recommended shall be subject to approval by the City Council. The City Manager may implement any recommendations of the Durant Emergency Task Force within his or her authority.
