§ 39.06 ENFORCEMENT OF LAWS AND ORDINANCES.
   The Director and other members designated by him or her shall have the power and authority to enforce the laws of the state and ordinances of the city during the period of emergency and shall at such time have the further power to make arrests for violations of such laws or ordinances.
