The following contract for or purchase of supplies, materials, equipment, or contractual services shall not require bidding or prior approval:
(A) Contractual services, including, but not limited to, natural gas, electricity, or telephone purchased from a public utility at a price rate determined by the State Corporation Commission or other governmental authority;
(B) Taxes, including, but not limited to, withholding Social Security and unemployment compensation taxes; and
(C) Retirement, pension fund, insurance, and similar payments or contributions which are payable pursuant to a resolution, ordinance, contract, policy, or other appropriate agreement which has been approved by the City Council.
