All banks and all savings and loan associations within this city which are incorporated and under federal or state law are designated as depositories for the funds of the city. The City Treasurer shall deposit daily all public funds received by him or her in such banks or savings and loan associations. Funds may be transferred from one depository to another as to meet cash flow need.
