(A) (1) Upon being furnished with the required information, payment of the prescribed fee and the completion of the City’s Police Department investigation, the City Administrator shall register the applicant forthwith and issue a receipt of registration, except as provided in § 113.08 of this chapter. The City Administrator shall make a reasonable effort to complete the registration process promptly. The receipt shall contain the signature of the issuing officer and shall show the name, address and description of the registrant, the kind of goods to be sold thereunder, the amount of fee paid, the date of issuance and the length of time the same shall be operative, as well as the license number and other identifying description of any vehicle used in the regulated activity.
(2) The City Administrator shall record the registration in a permanent record.
(B) (1) All solicitors, and any person exempt from the licensing requirements of this chapter under § 113.03 of this chapter, shall be required to register with the City. Registration shall be made on the same form required for a license application, but no fee shall be required. Immediately upon completion of the registration form, the City Administrator shall issue to the registrant a “solicitors, peddlers, transients permit” as proof of the registration.
(2) “Solicitors, peddlers, transients permit” shall be non-transferable.
