(A) The City Administrator shall refuse to register any person or issue a permit to any organization for any of the reasons set forth in § 113.04 of this chapter.
(B) If registration or permitting is refused, the City Administrator shall notify the applicant in writing setting forth the grounds for the refusal. The applicant may appeal from the City Clerk-Treasurer’s decision by filling a written notice of appeal with the City Administrator within ten days after receipt of notice from the City Administrator.
