12-402: PURPOSE:
   A.   These regulations are designed, intended and shall be administered for the following purposes:
      1.   To protect and provide for the public health, safety, and welfare.
      2.   To provide adequate light, air and privacy, to secure safety from fire, flood and other danger, and to prevent overcrowding of the land and undue congestion of population.
      3.   To guide growth and development in accordance with the general plan and adopted policies and regulations.
      4.   To harmoniously relate the development of various tracts of land to the existing community and facilitate the future development of adjoining tracts.
      5.   To provide that the cost of improvements which primarily benefit the tract of land being developed be borne by the owners or developers of the tract, and that the cost of improvements which primarily benefit the whole community be borne by the whole community.
      6.   To ensure that public facilities are available and will have sufficient capacity to serve the proposed subdivision.
      7.   To preserve the natural beauty and topography of the community and ensure appropriate development with regard to these natural features.
      8.   To establish reasonable standards of design and procedures for subdivisions and resubdivisions and provide adequate and accurate records of land subdivision. (Res. 901, 5-10-1977)
