951.13 TIME FRAME FOR SETTING OUT GARBAGE, REFUSE AND TRASH FOR COLLECTION.
   (a)   Garbage, refuse and trash shall be set out for collection no earlier than the night before the scheduled collection day. In the event of a holiday or other reason postponing a regularly scheduled collection day, garbage, refuse and trash shall be set out for collection no earlier than the night before the rescheduled collection day.
   (b)   Garbage and trash set out for collection shall be placed at the designated collection point for that address and shall be stored in an approved container sealed with a watertight lid. All garbage refuse and trash containers shall be removed from the collection point no later than 8:00 p.m. on the day of collection. The owner, tenant, lessee, occupant, or agent of any property shall promptly clean up and remove any rejected items, scattered solid waste, recyclable material and/or yard waste from the property before 9:00 p.m. on the regularly scheduled collection day. Large trash, rubbish or garbage pickups must be scheduled in advance with Public Works Department. A large pickup is defined as but not limited to; an eviction set out, moving set out or any other set out that consists of multiple bags and/or large items such as mattress’, box springs, dressers or other household or commercial furniture. Failure to pre-schedule a large pickup will constitute a violation of this section.
