The trash and garbage containers referred to in this article shall meet the following specifications:
(a) Trash Container. Standard containers for the storage of trash shall be substantially made of metal or plastic, shall have a capacity of not less than ten nor more than forty gallons, and shall be equipped with at least two carrying handles, and a watertight cover, or as shall otherwise be prescribed by the Superintendent of Sanitation.
