The owner, tenant or occupant of the premises shall be continuously responsible for maintaining and keeping the sewer pipe, leading to and between the plumbing system of his premises to the City’s connecting sewer, clean and free from obstruction and shall not cause, suffer or permit any article or thing to be introduced into such pipe which causes a stoppage thereof. In the event of the failure of such user to remedy such obstruction or stoppage, the Sanitary Board shall have the right to enter upon the premises and make necessary repairs, the costs and expenses of which shall be included as a part of the charges against such premises.
