When a sewer service shall be connected and an opening must be made to the Sanitary Board’s connector sewer and service line and such connection line must be made to owner’s property line, there shall be charged and paid to the Board a fee equal to the actual cost of the connection made, with a minimum fee of three hundred dollars ($300.00) and a maximum fee of three thousand dollars ($3,000.00). This service connection fee shall be applicable inside and outside the City.
