(a) No sewer service shall be connected until the plumbing and connections incident thereto shall have been inspected and approved by an inspector of the Sanitary Board.
(b) There shall be a service connection inspection fee of twenty-five dollars ($25.00) which shall be paid to the Board for the purpose of defraying the costs of the approved inspector.
