It shall be the duty of all such property owners and agents to repair any such sidewalks, abutting upon the property owned by them, or in their charge, or relay the same whenever it becomes in bad repair, or whenever the same for any reason is not in conformity with the rules and regulations and specifications adopted or prescribed by Council. In any event, the property owner or agent shall do so within thirty (30) days after receiving notice from Council or the Building Inspector requiring the property owner or agent to repair or relay such sidewalk.
