(a) No person shall park or store any machinery, equipment, building or construction supplies or material of any nature in, on or upon any public street, avenue, alley, sidewalk or way, unless a permit is first secured for such a temporary use as is hereinafter provided for.
(b) In the event any person desires to make use of the public street, avenue, alley, sidewalk or way, which use would be in violation of subsection (a) hereof, then such person shall file a written request with the Chief of Police or the Mayor and such official shall issue a permit; provided, that the permit shall not be valid or effective for a period in excess of thirty days, but may be renewed upon a subsequent written request.
(c) All requests and copy of any permit shall be filed with the City Clerk. Requests which are denied shall be so noted by official so doing, and filed with the Clerk.
(d) Any person refused a permit or renewal thereof, pursuant to a request shall have the right to appeal directly to Council.
