No person, without permission of Council, shall obstruct, or impede the use of streets, alleys, or sidewalks in any manner to any extent by building or maintaining porches, porticoes, verandas, balconies, bay or show windows, steps, areas, fences including the growing of bushes, hedges, and like plants, walls or railings, sign posts, signs, lamps, or awnings on or over any sidewalk, street or alley after notice in writing to remove the same has been served upon the owner thereof by direction of Council.
