In the event of any emergency, the Mayor or the Street Commissioner may authorize the undermining, excavation, opening, cutting or breaking through any pavement in the City; provided, that such officer giving such consent do so only with the understanding that the permittee shall, at his or its first reasonable opportunity, comply with the provisions of the other sections of this article.
