901.02 PERMIT FOR EXCAVATIONS; SURETY BONDS.
   (a)   The Street Commissioner may, at his discretion, and upon the showing of good cause therefor in a written application, issue a permit granting permission to undermine, cut, open, or break through any pavement, at a point and place designated on the application for the purpose of connecting water, gas or sewer lines, or any other purpose which is proper; provided, that before the aforesaid permit shall be executed and delivered by the Commissioner unto the applicant the Commissioner shall require the person to whom any such permit is issued to execute a good and sufficient surety bond in a sum to be agreed upon by the Commissioner as a guarantee to the City against defective work and material in repairing and restoring such pavement. The bond shall provide for the maintenance of any such repairs for a period of two years from the date of acceptance of the work, and such maintenance bond shall be required to cover such repaired portion of the pavement and not less than ten foot square area immediately surrounding any opening made for the purpose aforesaid.
   (b)   The Street Commissioner is hereby authorized and empowered to accept from any public utility company a blanket surety and maintenance bond, in such principal sum as may reasonably protect the City, thereby eliminating the necessity of any utility company posting a separate bond for each application made by it pursuant to the provisions of this article.
