901.01 UNLAWFUL EXCAVATIONS AND OPENINGS.

No person shall undermine, excavate, open, cut, destroy or break through any pavement within the City for the purpose of connecting with water, gas or sewer lines under such pavements, or for any other purpose, except as hereinafter in this article provided.
