All licenses shall be so issued as to expire on the thirtieth day of June of each year and all persons having a license shall apply for a renewal for the year next ensuing on or before the first day of July of each year. Every application for a renewal shall be accompanied by a filing fee of fifty cents ($ .50) for each license requested.
