(a) No person may engage in business in the capacity of the owner and/or operator of a special store within the corporate limits of the City, without first obtaining a license from the City nor shall a person continue to engage in such activity after his license has expired, been suspended or revoked. The annual license fee to be collected by the City for licenses issued under this section is five dollars ($5.00).

(b) Every person establishing, operating or maintaining a general store within the City shall pay an annual license tax of fifteen dollars ($15.00) for the privilege of establishing, operating or maintaining such store; provided, that the license tax for any general store doing an annual gross business not exceeding eighteen thousand dollars ($18,000) shall be ten dollars ($10.00).
