No person, firm or corporation shall engage in the business of an operator or proprietor of a coin-operated video game amusement device without first having obtained a proper license hereto. The license fee for such operator shall be twelve dollars and fifty cents ($12.50) per machine up to twenty machines and a flat annual license fee of three hundred dollars ($300.00) per year if such machines exceed twenty.
