No person may engage in business in the capacity of the owner and/or operator of an automobile car wash within the corporate limits of the City, without first obtaining a license from the City nor shall a person continue to engage in such activity after his license has expired, been suspended or revoked. The annual license fee to be collected by the City for licenses issued under this section is twenty-five dollars ($25.00).
