The annual license fee to carry on the business of money broker or private banker, shall be twenty-five dollars ($25.00). The term “money broker” or “private banker” shall include every person, other than a regularly organized banking institution or national banking association, that lends money on real or personal security, discounts paper, cashes time slips or script, or engages in any business of a similar or like character.
