721.21 REVOCATION OF LICENSE.
   (a)    The Municipal Judge or the License Officer shall have authority, either jointly or separately, to revoke any license issued under authority of this article, for good cause shown, upon petition in writing of any inhabitant of the City. The licensee shall have reasonable notice of the proposed revocation, and the privilege of being heard in person or by counsel. After such revocation the license shall have no effect to protect him from any penalty imposed by law. The action of the Municipal Judge or the License Officer shall be subject to review by Council and Council shall have the right to either reissue or revoke any license under this article in its discretion or for good cause.
   (b)    When any licensee is convicted of a violation of any of the provisions of this article, in addition to all other punishments imposed, such licensee shall forfeit or lose his license, and the privileges and rights under such license, in the discretion of the City License Officer.
