All pawnbrokers doing business in the City shall be required to secure from the seller or pledger of any article proof of lawful ownership or a sworn affidavit of ownership of all articles pledged or sold to them.
Each such business shall truly and accurately list each article pledged or sold in a permanent record book clearly showing the kind, character or any other special or unique quality or marking or serial or model number attached or affixed to article, the date an time of purchase or date and time pledged, the full name, residence address and mailing address of the seller or pledger, and any telephone number. Said record book shall be open to inspection by any law enforcement officer in this City during normal business hours.
Each such business shall report all the information required on each article pledged or sold in writing to the Police Department within one week of purchase or pledge. The information required by this section shall be preserved for a period of not less than five years.
All articles pledged or sold shall not be resold, given away or loaned out or rented out or altered in any way for a period of ten calendar days after the purchase or pledge of article.
Violation of this section is a misdemeanor and shall be subject to revocation of business license. (Ord. 535. Passed 1-4-93.)
