(a) Any person in violation of any provision of this Article shall be cited and upon conviction shall be fined $100.00 for the first violation and not more than $500.00 for each subsequent violation.
(b) If the person in violation of any provision of this Article is age 16 years or less, the parent or legal guardian shall, in addition to the person cited, convicted and fined under subsection (a) hereof, be cited and upon conviction shall be fined $100.00 for the first violation and not more than $500.00 for each subsequent violation.
