No person shall stop, stand or park any motor vehicle with a gross weight in excess of one half ton or less, except when necessary to avoid conflict with other traffic or in compliance with law, or the direction of a police officer or traffic control device, along the roadside, or berm of Dunbar Avenue, between Tenth Street and First Avenue.
