No vehicle shall be parked or stored on any public street, avenue, alley, sidewalk or way in this City at any time if such vehicle is required by the laws of this State to have current registration license tag thereon and does not have such current registration license affixed thereto as required by the State motor vehicle law, unless such vehicle is attached or connected to a towing vehicle which towing vehicle shall have affixed to it a current registration license tag.
