(a) When official traffic-control signs are erected giving notice thereof, no person shall park longer than the time permitted, nor during specified hours when parking is prohibited, upon any streets or parts of streets so designated.
(b) When authorized official signs prohibiting parking are erected on the streets, no person shall park a vehicle in any such designated area.
