The Municipal Judge and the Mayor may cause the arrest and detention of all riotous and disorderly persons and of those violating the peace and good order of the City by issuing their warrant for such persons. If it is impracticable or inconvenient to issue his warrant before such arrest, he may cause such arrest before issuing the warrant therefor.
