The City Council finds that it is in the best interest of the City of Dunbar and the inhabitants hereof, in order to promote the health, safety and welfare of the same, to create and establish, and the City Council does hereby create and establish, the City Property Board which shall be endowed with the powers and responsibilities set forth in this Article, except as may be limited by State Law and shall operate according to the rules and procedures set forth herein and as may be required by State Law.
