(a) Dunbar Police Department shall first provide a notice by certified mail to the owner and/or operator of the property that illegal activity is being conducted and that the owner and/or operator of the property are subject to the provisions of this article if not corrected, and the property could potentially be subject to forfeiture if applicable by state and federal laws.
(b) Any notice to the owner of the property under this section shall also be served on the tenant by regular mail.
(c) A letter to the owner of the property shall describe in specific detail the facts forming the basis for the allegation of the illegal activity and the specific activity occurring. The letter to the owner shall inform the owner that the illegal activity constitutes a nuisance, and that the owner has a duty to take all action reasonably expected to abate the nuisance.
