(a) Any person who can prove to the satisfaction of the Board of Examiners that he had been engaged in the business of a warm air heating contractor for a period of one year prior to February 12, 1959, shall be issued a license without taking the examination.
(b) All persons who hold licenses and are qualified in other cities of the County, having similar licenses, shall not be required to take an examination but shall pay the license fee aforesaid and the City Clerk, his clerk or the clerk of the Building Inspector shall have the authority to issue the licenses for persons duly qualified in other cities.
