Before any person shall be issued a license under the provisions of this article, he shall be required to pass an examination administered by the Board of Examiners and receive from the Board a certificate to the effect that he has duly qualified as a warm air heating contractor. The examination fee shall be five dollars ($5.00), and no part of the fee shall be refunded on account of the failure of the applicant to qualify for a license.
