Should a notice of violation be served upon an occupant of real estate or a building or structure, the person upon whom such service is made, shall give immediate notice thereof to the owner of such real estate or building or structure named in the notice, if such owner is within the City and his residence is known to such person. If such owner is not within the City, the person receiving the notice shall deposit such notice in a post office in the City properly enclosed in a postpaid wrapper addressed to such owner at his last known place of residence.
