1761.05 LICENSES REQUIRED.
   (a)    No person shall engage in or work at the business of a master plumber or journeyman plumber, and no person shall engage in or work at the business of plumbing contractor, unless licensed so to do in the manner provided in this article.
   (b)    The annual license fees for licenses issued under this article shall be as follows:

   (c)    All licenses issued under this article shall expire on June 30, next after issuance thereof. (Ord. 458. Passed 3-26-82.)
   (d)    The license as a journeyman plumber, master plumber or plumbing contractor shall be issued by the City Clerk upon the presentation of the certificate of fitness issued by the Board of Examiners of Plumbers.
   (e)    The Mayor may suspend any journeyman or master plumber's license if such license was obtained through error or fraud, or if the licensee is shown to be grossly incompetent, and for a second willful violation of any rules and regulations prescribed by the Building Department in connection with plumbing and drainage or any provision of this article.
   (f)    The Mayor may suspend any plumbing contractor's license if the licensee shall be guilty of a second willful violation of any rule or regulation prescribed by the Building Department in connection with plumbing and drainage or any provision of this article.
   (g)    Any person whose license has been suspended may, after the expiration of thirty days from date of such suspension, appeal to Council for the removal of such suspension. All final revocation of licenses shall be made by Council.
   (h)    All persons at the time of the passage of this article engaged in the plumbing business of the City, either as a master plumber, journeyman plumber or plumbing contractor, shall be respectively licensed as such by the Mayor without examination upon the payment to the City Clerk of the amount of the requisite license fee.
   (i)    The City Clerk is authorized and empowered to issue licenses to plumbers upon the payment of the requisite license fees, but without examination, to all who hold licenses and are qualified in other cities of the County having similar ordinances, as master plumbers, journeymen plumbers and plumbing contractors.
