1757.04 CONFLICT.
   (a)    In any case where the provisions of this article imposes a higher standard than that set forth in any other ordinance, law or provision of the Codified Ordinances, then the standards as set forth in this article shall prevail, but if the provisions of this article impose a lower standard than any other ordinance, law or provision of the Codified Ordinances, then the higher standard contained in such other ordinance, law or provision shall prevail.
   (b)    No license or permit or other certification of compliance with this article shall constitute a defense to any violation of any other ordinance or provision of the Codified Ordinances applicable to any structure or premises, nor shall any provision in this article relieve any owner, operator or occupant from complying with any such other provision, nor any official of the City from enforcing any such other provision.
