The Housing Commission shall consist of the Mayor, the Housing Officer, who shall be the Building Inspector, and one member at large to be selected by and to serve at the will and pleasure of the Mayor. The Health Commissioner and the Fire Chief shall serve as ex officio members of the Housing Commission. The Housing Commission shall be the enforcement agency of this article, and shall meet at any time when convened by the presiding officer thereof, or by any three members thereof, upon a written notification served upon all the members at least forty- eight hours before the time of the meeting; or all of the members of the Commission may sign a waiver of the requirements of such forty-eight hour notice. Three members of the Commission shall constitute a quorum for the transaction of business. The Commission shall have the power to adopt rules and regulations for its government. The Commission shall cause to be kept in suitable books a full and complete record of its proceedings and acts.
