(a) Any person who demolishes any structure within the City shall treat all such structures to be demolished for extermination control of rats and pests which might be lodged in such buildings to be demolished.
(b) All such extermination and control of rats and pests shall be done in a workmanlike manner and done by an approved and qualified exterminating company, and shall be provided and paid for by the demolition contractor.
