1727.06 FAILURE TO OBTAIN A LICENSE; PENALTY.
   (a)    It shall be a violation of this Article for any Contractor or Handyman to fail to obtain a license under the terms of this Article prior to beginning work within the City.
   (b)    Any failure of any Contractor or Handyman to obtain a license under the terms of this Article shall result in a fine against the Contractor of not more than $300.00 and a fine against the Handyman of not more than $100.00.
   (c)    The City Building Inspector shall be responsible for assessing all fines imposed under this Subsection in accordance with the requirements and procedures of this Article.
   (d)    The City, acting through its officers, shall comply with the requirements of applicable law and, consistent thereWith, may report to the West Virginia Division of Labor the violation of this Article by any Contractor or any known violation by a Contractor of State law to the appropriate authorities of the State of West Virginia.
   (e)    If not otherwise specifically delegated by this Article, the City Building Inspector, or other authorized agent or officer of the City, may take any and all actions permitted by the City in accordance with the requirements of this Article.
   (f)    The City, acting through its officers, may bring an action in the Municipal Court of the City of Dunbar to enforce this Article. Any Person aggrieved by a ruling of the Municipal Court may appeal to the Circuit Court of Kanawha County, West Virginia.
