1725.07 FAILURE TO OBTAIN PERMIT; PENALTIES IMPOSED.
   (a)    It shall be a violation of this Article for any Property Owner to fail to obtain a permit under the terms of this Article for any renovation, construction, alteration, excavation, structural work or demolition of any kind on any Structure located within the City.
   (b)    The City Building Inspector shall be responsible for enforcing the requirements of this Article.
   (c)    Any failure of any Property Owner to obtain a permit under the terms of this Article may result in a fine against the Property Owner of not more than $500.00, with such fine to be in addition to and not in lieu of the required permit and associated fees.
   (d)    If not otherwise specifically delegated by this Article, the City Building Inspector, or other authorized agent or officer of the City, may take any and all actions permitted by the City in accordance with the requirements of this Article.
   (e)    The City, acting through its officers, may bring an action in the Municipal Court of the City of Dunbar to enforce this Article. Any Person aggrieved by a ruling of the Municipal Court may appeal to the Circuit Court of Kanawha County, West Virginia.
