(a) Fee Assessment. There is hereby assessed and shall be collected a fee against any Owner of each and every Vacant Building registered with the City as determined by the following scale:
(1) No fee shall be imposed upon any Owner of Vacant Buildings where the Vacant Building was last Occupied less than twelve (12) months since last Occupancy;
(2) A fee of $200.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied at least twelve (12) months but less than twenty-four (24) months since last Occupancy;
(3) A fee of $400.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied at least twenty-four (24) months but less than thirty-six (36) months since last Occupancy;
(4) A fee of $600.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied at least thirty-six (36) months but less than forty-eight (48) months since last Occupancy;
(5) A fee of $800.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied at least forty-eight (48) months but less than sixty (60) months since last Occupancy;
(6) A fee of $1,000.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied at least sixty (60) months but less than seventy-two (72) months since last Occupancy; and
(7) A fee of $1,500.00 shall be imposed upon any Owner of a Vacant Building where the Vacant Building was last Occupied more than seventy-two (72) months since last Occupancy.
(b) Fee Assessment Date. For purposes of determining the fees for registration owed under this Section, and only for that purpose, the date of last Occupancy shall be the first day in which the Vacant Building was registered under this Article or the first day in which a fine was assessed for failure to register the Vacant Building, whichever date is earlier. Any Owner asserting that a registered Vacant Building was Occupied after that date has the burden of establishing by adequate proof that Occupancy occurred on a later date.
(c) Post-Judgment Interest. There is hereby assessed and shall be collected post-judgment interest, at the prevailing rate as provided by state law, against any Owner in which the City obtained a judgment against pursuant to this Article.
